What if there should be fifty innocent within the city; will You then wipe out the place and not forgive it for the sake of the innocent fifty who are in it?
The angels sinned by revealing to Lot the purpose of their visit. Their wording was also faulty, since they should have said that they were acting as emissaries of Hashem. Instead, the way they phrased it could be understood to mean that “they” would destroy Sodom on their own.
As a result, the angels were punished by being exiled from Heaven for 118 years. It was only later during Yaakov’s dream that they were welcomed back into Heaven, as it says, “the angels of Hashem were ascending” (Meam Loez)
