Were all Torah commandments given at once?
וַיְדַבֵּ֤ר יְהוָה֙ אֶל־מֹשֶׁ֔ה בְּהַ֥ר סִינַ֖י לֵאמֹֽר׃
Aaron shall set them up in the Tent of Meeting outside the curtain of the Pact [to burn] from evening to morning before the LORD regularly; it is a law for all time throughout the ages.
The reason “Mt. Sinai” is mentioned in the discussion on the laws of Shemitta is to teach us that all the laws of the Torah, without exception, were given at Mt. Sinai. (Rashi)
