How was the Land divided up?
אַךְ־בְּגוֹרָ֕ל יֵחָלֵ֖ק אֶת־הָאָ֑רֶץ לִשְׁמ֥וֹת מַטּוֹת־אֲבֹתָ֖ם יִנְחָֽלוּ׃
The land, moreover, is to be apportioned by lot; and the allotment shall be made according to the listings of their ancestral tribes.
The exact territory allocation for each tribe was determined by lottery as well as by Divine Guidance.
The land was divided into 12 regions and 12 lots were marked, one for each tribe.
While wearing the Urim VeTumim, Elazar the Kohen would announce the territory about to be drawn and the head of the Sanhedrin would then draw a lot from the box.
We are told that the lot itself would miraculously speak, even before he had a chance to read it out loud. This is the deeper meaning of “al pi hagoral/according to the mouth of the lottery.”
