Of what caliber was Ezra, compared to Moshe?
וְאֹתִ֞י צִוָּ֤ה ה֙ בָּעֵ֣ת הַהִ֔וא לְלַמֵּ֣ד אֶתְכֶ֔ם חֻקִּ֖ים וּמִשְׁפָּטִ֑ים לַעֲשֹׂתְכֶ֣ם אֹתָ֔ם בָּאָ֕רֶץ אֲשֶׁ֥ר אַתֶּ֛ם עֹבְרִ֥ים שָׁ֖מָּה לְרִשְׁתָּֽהּ׃
At the same time the LORD commanded me to impart to you laws and rules for you to observe in the land that you are about to cross into and occupy.
From here the Talmud learns that Ezra the Scribe was equally as qualified as Moshe to give over the Torah to Bnai Yisrael.
Moshe simply preceded him.
