What are the 4 things controlled by God Himself?
יִפְתַּ֣ח ה ׀ לְ֠ךָ אֶת־אוֹצָר֨וֹ הַטּ֜וֹב אֶת־הַשָּׁמַ֗יִם לָתֵ֤ת מְטַֽר־אַרְצְךָ֙ בְּעִתּ֔וֹ וּלְבָרֵ֕ךְ אֵ֖ת כָּל־מַעֲשֵׂ֣ה יָדֶ֑ךָ וְהִלְוִ֙יתָ֙ גּוֹיִ֣ם רַבִּ֔ים וְאַתָּ֖ה לֹ֥א תִלְוֶֽה׃
The LORD will open for you His bounteous store, the heavens, to provide rain for your land in season and to bless all your undertakings. You will be creditor to many nations, but debtor to none.
There are four things that God Himself controls and are not delegated to angels: life, death, food, and rain.
It is these things that Moshe was referring to when he blessed them.
