How was each plague “launched”?
וַיֹּ֨אמֶר ה' אֶל־מֹשֶׁ֗ה נְטֵ֨ה יָדְךָ֜ עַל־אֶ֤רֶץ מִצְרַ֙יִם֙ בָּֽאַרְבֶּ֔ה וְיַ֖עַל עַל־אֶ֣רֶץ מִצְרָ֑יִם וְיֹאכַל֙ אֶת־כָּל־עֵ֣שֶׂב הָאָ֔רֶץ אֵ֛ת כָּל־אֲשֶׁ֥ר הִשְׁאִ֖יר הַבָּרָֽד׃
Then the LORD said to Moshe, “Hold out your arm over the land of Egypt for the locusts, that they may come upon the land of Egypt and eat up all the grasses in the land, whatever the hail has left.”
Hashem told Moshe to grasp his staff (which had all of the 10 plagues written on it) at the exact place where the plague of locusts was inscribed.
He did this for every plague, holding the staff at the place where each particular plague was inscribed.
